From 1982 to 1985, the founders of the Haw River Assembly (HRA) built an organization of 1500 members, held meetings with decision makers and citizens throughout the watershed, educated the legislature, and lobbied for the 1984 North Carolina Water Quality Act. Charles Brady, Gerald Featherstone, and Tom Glendinning worked tirelessly for three years to further HRA goals.

This phase was the development of the longest lasting water quality group in the state and the region. The reception was immediate and astounding.

The Haw River Drinking Water Survey (HRDWS) 1985 was the fruition and dream of Tom Glendinning, founder of HRA and author of the HRDWS. It focused on cancer among residents of Bynum, NC, 70% of which suffered the disease starting 20 years after river water became the drinking water source for the village.
